By Any dog can swim as long as you get your vet to fill in a form to say the dog is fit to swim. Ellie loves the water but as you said it is just too cold to let them at this time of the year. We do it really just for a bit of fun every now and again and she is totally knackered afterwards. The one we use is in Clydebank.
